A shot of juice and regional government could walk again

It wasn't so long ago that regional government for Greater Toronto was all the rage. In 1995, the Golden task force recommended that one be established amid much acclaim and controversy. With the coming of the Harris government, local leaders made extraordinary attempts to preserve the vision amid the offloading and amalgamation, succeeding only in obtaining an ineffective talk shop that soon closed doors.
