Divining the future of offshore oil and gas development in British Columbia requires a nose for shifting, sometimes swirling, political winds. The most recent gust came this week when the provincial government approved a $284,000 grant to the Nisga'a Nation in northwestern B.C. to help residents study ''the potential for economic growth in the area of offshore oil and gas.'' This announcement was preceded by a government call for experts and advisers who could provide advice on the offshore issue.
