Fairness and a Vote in the House

The Nov. 13 editorial "The Lame-Duck Congress" said that the bill to give the District voting rights in the House "would be fair to District residents without advantaging either party." In what way would it be fair if Utah wound up with four representatives and two senators, while the District got only one representative and no senators, with no voice in the confirmation of Cabinet officers and judges, the ratification of treaties, or the trial of impeachments?
